Revamping Employment Data Collection

A task-force appointed by the Prime Minister had recommended to do away with employment survey done by the National Sample Survey Office (NSSO), which is done every five years.

The task-force headed by NITI Aayog vice Chairman Aravind Panagariya had recommended for a Periodic Labour Force Survey (PLFS).

• The PLFS will provide estimates of labour force, nature of employment and industry,  employment and unemployment.
• Every quarter, the survey’s urban module will be updated to capture appropriate employment trends data.
• The panel had also recommended for a time use survey to be conducted every three years to provide data on how individuals spend their time in various occupations and non-market activities over a specified time period. This period will be for a day or a week.
• This segment of the survey will also help in measuring women’s time contribution in unpaid work.
• The panel suggested the government to tap into the database of GST network for a new survey on enterprises which will be conducted annually.
