why is indian urban planning such a fiasco

Planning is a way to success. We all know how that works in our country. take the process of city and urban planning for instance. A significant portion of population lives outside “planned” neighborhoods. We are well aware of poor planning of our city development. The citizens are now openly critical of all the planning processes undertaken by the government authorities. Recently, the Bangalore Development Authority (BDA) had initiated a planning process. There are several institutional infirmities that plague the framework for urban planning and governance in India. The  constitutionally mandated urban local governments still have little control over the urban development. They are still not made an integral part of the planning process. There is a need to step out of using the outmoded practice of static, land use-based master plans. There should a periodic review of plans. New frameworks for urban planning should be explored that respect the spirit of local democracy which was envisaged with the introduction of the 74th Amendment Act, 1992 empowering the local governments to take up the mantle of local development.
