It's purely a social issue. women empowerment needs to be occur at lower level of our society first. because a country like India having vast history of women oppression can't be overcome the same by just enacting laws. so, it is necessary to change the mindsets of all group even the upper class to start..!!!!

Women empowerment is a social issue.It can not upgraded without the involvment of society.To uplift the women empower women education is very essential for which societal upliftment is very very essential,law can not provide education for women without the participation of society ,aithough human is servant of environment.

making law just consists of a taking advice of a committee and passing it by the people's representatives... but the success/failure of that ACT is ensured with the 'people'(society) around 'her'. so, a responsible society is surely a major half of women upliftment besides making laws
