CSCs digital world
The concept of Common Services Centres (CSCs) was introduced as part of the National e-Governance Plan in 2006. CSCs are set up in a public-private partnership mode. They are set up by village level entrepreneurs (VLEs) and a state agency acts as a franchisor to it. While village level entrepreneurs (VLEs) come from various backgrounds. Some of the minimum set of conditions includes fluency in reading and writing the local language, passing of matriculation-level examination by a recognized board, and making arrangements for infrastructure like a minimum 100-150 sq ft room with computers and printers. According to Union Minister for Information Technology Ravi Shankar Prasad during his tenure the number of CSCs has risen from 80,000 to 2,00,000 across India. The government has announced a project CSC 2.0 and plan to have one centre in each of the 2.5 lakh gram panchayats in the country. One problem that VLEs face is that local government often competes with CSCSs and the government system is not evolving as fast enough as aspired by the VLEs and society. In future, it is clear CSCs will acquire a much larger role to play.
